01 The Requirement

What Florida law requires.

Following the Surfside tragedy, Florida's milestone inspection law (SB 4-D, 2022, as amended by SB 154, 2023) requires condominium and cooperative buildings three stories or taller to undergo a structural milestone inspection when the building reaches 30 years from its certificate of occupancy — with local programs able to require 25 years for buildings near the coast — and every 10 years after. The inspection must be performed by a Florida-licensed engineer or architect, and the report goes to both the association and the local building official. Deadlines and local details vary by county; we confirm the applicable requirements for your building as the first step.

Associations also face Structural Integrity Reserve Study (SIRS) obligations — the milestone inspection findings feed directly into responsible reserve planning.

Which buildings need a Florida milestone inspection?
Condominium and cooperative buildings three stories or taller must undergo a milestone structural inspection when the building reaches 30 years from its certificate of occupancy (local ordinances may require 25 years for buildings near the coast), and every 10 years thereafter. Requirements stem from Florida's post-Surfside legislation (SB 4-D, as amended by SB 154) — confirm current deadlines for your county with your local building official.
What happens in Phase 1 vs. Phase 2?
Phase 1 is a visual examination of the building's structural components by a licensed engineer or architect. If no substantial structural deterioration is found, the inspection is complete. If signs of substantial deterioration exist, a Phase 2 inspection follows — which may involve testing and more intrusive evaluation of the affected areas, and a report describing required repairs.
Who can perform a milestone inspection?
A Florida-licensed professional engineer or architect. TCE's inspections are led by a licensed P.E. who also holds Florida Special Inspector (S.I.) credentials, with a decade of threshold-inspection and forensic evaluation experience.
What does the association receive?
A sealed inspection report submitted to the association and the local building official, identifying any substantial structural deterioration, recommended repairs and timeframes — written clearly enough for a board to act on and defensible if disputes follow.
